Any number of reasons:

He actually does want to focus on football

He doesn’t know how his image will be used in a video game that hasn’t been released in 11 years (almost entirely due to the fact of issues stemming from name, image and likeness) and maybe doesn’t want to be tied to it at first

He doesn’t want it as an additional distraction to the other bullshite he has to put up with anytime something immaterial happens to him (he was in the news for dropping his student ID two different times)

His family has indicated that he doesn’t want to earn any NIL money until he’s playing more

Take your pick. Idk personally why he opted out, but I’m sure he and/or his family has their reasons. Either way, the reaction from a bunch of grown men over a video game they haven’t even seen yet is pretty comical

How does accepting a check and getting a copy of the video game affect his season preparations?

EA already told you. The $600 is just to put the player in the game. They have an ambassador program where they can earn more and do more.

Again, how does creating a digital player in a video game create a distraction? Also, he's a fricking back up.

I'm sure they do have their reasons. But it sure as shite isn't to focus on fricking football.
