The actual bylaw for the NCAA says that NIL deals cannot contain any "inducements" to attend a particular school.
No NIL deals say "you have to go to X school". But having appearance requirements that require you to live in the town a school is in can be viewed as an "inducement" to attend that school. And the NCAA was using that to go after Tennessee.
Doesn't matter now as the courts are removing that (which is really the only NIL rule in the NCAA bylaws). But it's wrong to think that it had to be spelled out in the NIL contract to be a violation of that now meaningless rule.
