Nah, a dynasty is more like a 5 year window. Most folks call early 2000's Miami a dynasty and mid 2000's USC a dynasty. Those era's were built and flamed out in less than 5 years.

Also, we were told on this board for the better part of the last 10-12 years that Alabama was definitely not a dynasty... So until Georgia exceeds 6 National titles, 9 national title game appearances and 8 playoff appearances in about a dozen years, then we can't call them a dynasty, since that is the standard.
