keep FCS teams that win in the FCS, they also changed the fee to change from 5k to $5mil after JMU made the jump

Apparently the only way they can play in a bowl is if there aren't enough eligible teams...

The rule is dumb. You finally move up a division and then get told "you can't play in any bowl games for 2 years". Well why would those players want to stay at the school?

Me either. I’m sure there’s a reason but I can’t think of any. Maybe to have time to add more bowl game sponsorships or TV rights for the addition of a few new teams?

It's gatekeeping, pure and simple, which the P5 conferences probably advocate for to some degree.

They don't want to keep growing the FBS.

A small part is keeping their best cash cows in the FCS playoffs, where the NCAA profits.

Look at the jump in transfer fees approved this year, effective immediately, $5k to $5 million

take that small schools

Allegedly it's to prevent FBS bottom feeders from strategically moving up and down depending on how good they expect their team to be that year. Practically speaking though the financial and scheduling implications would prevent that from ever actually happening these days. It's a stupid rule that needs to be changed. Especially when fricking Liberty, a school the NCAA should have absolutely nothing to do with, gets a waiver.

They beat 1 loss Troy by 2 points early in the season. It would be a good rematch, but Troy are defending Sunbelt champions and have been on a roll.

I think it's because teams in transition are allowed to schedule more than two FCS teams, but James Madison didn't do that their first or second transition year. I could also be wrong about that, but the scheduling discrepancy is the only thing that would make sense to me.
