Nope.

Carter wasn't involved in the car accident, so he didn't leave the scene of the accident.

He was charged with racing and reckless driving. He was not charged with any involvement in the accident... which makes sense because he was behind the car that crashed so there's really no way to assign any liability to him.

While you can claim it was crappy behavior not to stop when someone crahses, there is no legal requirement for a person who witnesses a crash to stop. Only those who are actually part of the accident.

I believe the consensus is that he stopped. Left. And was called back.
He was told it was OK to leave, but that was under false pretense. That's on Jalen.
