Not how it works. Once the arrest has been made, the victim has no say so in the ultimate prosecution of the case.

It all comes down to the District Attorney pursuing the case. If they have 911 calls and documented physical evidence of a strangulation assault, then I can't really imagine DA droppping the case. Domestic abuse groups would go absolutely apeS#!t.

Technically speaking, this is true. Practically speaking, when the victim won’t cooperate with the prosecution, the case gets dismissed almost every time. That doesn’t mean it will happen in a timely manner and allow him to keep his job.
