What would the punishment be if he touches it anyway? Immediately turned over to other team? Loss of down? 15 yards? Ejection?

I personally think that it should be ruled that if a player who is out of bounds touches a live ball without first re-establishing himself in bounds, the ball is immediately turned over to the opposing team.

I also feel like someone who is out of bounds and re-establishes cannot be the first person to touch the ball.

If you're out of bounds, are you allowed to reenter the field during that play?

It didn’t even have to be a player. A coach could have done it and the same consequence would have been the ruling. That is ignorant. The lsu guy had both hands under the ball to pick it up when it was hit.

Eliminate the application of this rule in live Ball fumble situations. This is a passing rule developed to keep receivers from running routes out of bounds. A passing rule applied to a live ball fumble situation is a misapplication of the rule.

Clarify that it does not apply to any situation other than passing.

Further, the offensive player certainly should be able to take position of the ball with one body part out of bounds. They couldn't advance it because the play would immediately be dead, but recovery/possession... Sure.
