Not sure, because our fanbase and administration had literally nothing to do with that being a rule. But you already know that...

Well one on its face is a taunt while the original usage is a school rallying cry (like the seminole chop, gator chomp, guns up for a number of teams, etc.).

Either way, it shouldn't be flagged regardless. And it hasn't. Since they announced this rule before the 2019 season, the only thing that has come of it is Texas getting dragged in the press despite not being involved. They have never once called it in a game since (you should know; LSU players did it in the endzone multiple times in 2019, and there were no flags / not a single Texas fan gave a shite)

While the original controversy was the on field "guns down" episode in Austin...

The result on the field has been that nobody throws "Horns Up' or "Horns Down" anymore.

Although you have forgotten when the WVU player was flagged for a "Horns Down" in Austin.

To me that part sucks. It is like taking taunting out of pro wrestling. As an OU fan there is nothing more irritating than having some Texas player displaying "the Horns" at the OU crowd in the south end of the Cotton Bowl after a TD. And nothing provides more joy than seeing an OU player displaying a Horns down in front of the Texas fans in their end after a score.

That being said, there is a contingent of Texas fans who claim that "Horns Down" by fans of other teams is "trashy" and "offensive". And I think that is what fans of other team are finding to be amusing about these types of Texas fans.
