Basketball. There's more parity and the champion has to win 6 games in a row to finish the season, all against the best competition there is to offer, and all of this coming after a 30+ game season.
It's also much more common to have to combat a poor shooting night of your own than it is to combat a couple of football players having a bad day and missing assignments.
However, I would argue that building a consistent football program is harder than building one in basketball.
