No, that is now legal and has been for over a decade. Pulling, however is not legal, and I’m unaware of when it ever has been (it’s been illegal at least as far back as 1950).

There is a difference between pushing someone forward whose legs are still driving and pulling a player layer on top of another player

Pushing a ball carrier is legal, pulling is not. Just like blocking. You can push but you can't pull.

Player would have been correctly marked down by forward progress and the defense would have declined the penalty.

He pulled his body. Anything that happens after that is irrelevant. Forward progress marked, penalty assessed (and likely declined in this instance).

No. Progress would stop with the pull and Purdue could decline the penalty and still get the ball.
