I don't think so. Gus was great as an offensive coordinator, not so great as a head coach.

I think as a HC he had too much he was responsible for, and so he couldn't focus enough on the offense, and he (and his teams) struggled.

I do think Gus needs a good bit of credit for the 2010 title, and not just for the offense he called. I do think he helped Chizik in some ways by bringing a second set of eyes and the offensive mindset into it. I remember in the NC game, when we had the ball in the red zone driving for the winning field goal, Gus goes up to Chiz and is telling him/signalling to him to let the clock run, because Gus knew from a HUNH standpoint that Oregon could get right back down the field if there was too much time left on the clock.
