He's made every throw and none of them were crossing routes or thrown under pressure. What's going on?

Can someone who knows more about football and QBs in particular answer this?
Throughout this year (and sometimes last year) and this game Tyler has thrown a really short pass on 3rd and long or decent, like to someone at the line of scrimmage. It is like there is no chance whatsoever of getting the first but it is a completion for him. Is that on the play call or the QB? If it is on him then it is a real problem.

If nothing is open, check down, always.
Better to check down and get a few yards and punt to flip field position than force a pass and throw an INT and lose field position.

That's what I assumed was going yet it sure seems to happen a lot when TW is in.

It's what QB's do when they can't read coverages and audible to a better play. Throw it to the check down and pray someone to make a play for the 1st down.
