I don't think it'll ever happen, the deseg settlement if approved will end the $65M/year payments in 2018.
If they don't use some of that money on facilities and youth programs, there'll be no shot at them doing it after the deseg money stops flowing. Too many people have moved to Saline County and Conway for them to go back to the pre-bussing days.
The bussing and deseg issues killed LR athletics, the open recruiting among the public schools won't allow for any sort of competition, then add the private schools picking off talent too the LR schools have no chance at fielding competitive teams and the lack of neighborhood affilations mean no local pride in the school and zero local interest which translates into low attendance and ticket sales.

You gonna tell me McClellan, Hall, JA Fair, Mills and Central schools can't produce 2-5 SEC athletes a year?
They're not...but it's not because the kids aren't already there...They are it's just getting them and parents involved early on into football programs as another avenue for improving one's life.

Nope, I think the ship has sailed. I don't see economically depressed communities just all of a sudden deciding to find a way to fund these youth programs or find ways to afford to take off work to attend practices or games across town when they likely have kids at different schools sprinkled all over Pulaski County.
However, I'd support a comprehensive genetic research program that used superior athletically inclined donors and paired them with superior athletically inclined hosts and subsidize the raising of the offspring to build a genetic base to average 10-12 wins a season.
I think Jimmy the Greek might have already done this though.

Yep, schools like Central could never compete with the likes of say, Fayetteville.
A big problem, not only in LR, but in other areas as well is that the kids are forced to pick a sport now and pretty much stay with it year round. A lot of what could have been pretty good football players are doing basketball year round.
The busing hurt as well, you can't develop top notch programs when you don't know who is going to be on your roster next year.

If we could have OVs in Little Rock, we would actually be able to consistently sign top 25 classes. They would be in awe of tRock's glorious shrine to pigskin and commit on the spot. Straight facts.

We've got to find a work around for this.
My solution is to annex the Stadium and Golf Course. Refurb the office areas in WMS if there are any, and hold a class or two in the meeting room. Boom. WMS is now technically a campus of the U. of Arkansas.
