People get excited and open a bunch of stores, people don't frequent said stores and they all start shutting down quickly.
Well that definitely means there's been no reduction in black market sales

It generates revenue. Just because your tourism tax in Tuscaloosa doesn't fix a budget deficit doesn't make it suddenly not a revenue generator. Unless you're also arguing alcohol and spirit taxes don't generate revenue.
Instead of burning ten figures on West Alabama Narcotics, they could instead be cutting a sin tax off the top of a smoke shop in addition to the 6% or so corporate tax on new sales. That's a huge swing in income.
Now if the state wants to be dumb with what they do with that revenue after they've collected it, that's separate from the revenue generation itself.

Well that definitely means there's been no reduction in black market sales btw, LA county alone has double the number of dispensaries as Florida, with only ~45% of the population. The overall state is 5x Florida, with 69% more people. I reckon we still have a lot of growing to do to catch up to these collapsing numbers.
Don't worry, you definitely will.

I apologize. I was lazy with my language. I should have said "it doesn't generate more revenue than the costs it creates.'
No budget shortfalls, anywhere, are fixed, even marginally, by pot sales.

This has not been the case. Anywhere.

I'm not sure why you would ever say that so confidently.

Here is the excel file showing revenue per month by liquor type
In comparison, they raised 236M in 2025 from Marijuana sales.

You treat it like liquor. Get caught with untaxed marijuana and get your arse locked up. Sell it and make it a felony with some major jail time.

Can you explain this data from the state of California? It looks like legal cannabis sales are still up about 50% over pre covid numbers. Last 12 months it generated over a billion in tax revenue.
