It might happen, but IMO, being closer to the action here, that's a big ole "I read it on the innerwebs" story and that news outlet is going to be embarrassed.
The biggest things hamstringing FSU right now is their boosters and admin. Until very recently, the president of the boosters had more power and say in the athletic department than the AD. That was the way it was structured, not because of some powerful person like a Phil Knight. The current booster president is stepping down, they just hired a new AD and are restructuring things to run more like the typical athletic department and they are searching for a new university president as the current one has announced his departure next summer/fall. On top of that, they aren't financially solid and that buyout for Willie had to hurt. Even if the boosters ponied up, it probably took out most of their disposable funds for the near future. And they are cheap bastards. Their facilities are way behind the current curve because they have neglected them and need to spend lots of money they don't have to get back on par with the Clemson's, Alabama's, and Georgia's of the world.
Stoops is said to have not liked recruiting. Well, that's the wrong job to take if you don't like the meat market. Florida is resurgent, Miami appears to be on a better trajectory than FSU, UCF is now a player and Alabama, UGA, Clemson, Auburn and LSU haven't left town. That doesn't even take into account all the schools that cherry pick the state.
If they pull this off, kudos to them, but I'll believe it when I see it. Their best bet is to go talk to Matt Rhule at Baylor and see if he wants to rebuild another program. But personally, I think they are currently deep in talks withe the other Stoops: Mark of UK.

If this happens, I have to say it all feels very Mark Richt to Miami-ish.
Bob left a playoff level program at 56-57 years of age to retire. He had to be talked into the taking that XFL job. He could have had almost any college job in the country he wanted over the last few years. I'm not sure this is as great of a hire as it seems on the surface.
At best I see him there a couple of years cleaning up that mess, but FSU is going to have another coaching search within the decade if they hire Stoops.

Maybe FSU is thinking Stoops can fix the mess and also groom OC Briles to take the reins and keep it going like OC Riley is doing at OU.

Definitely a possibility but it is slimey enough having Briles as OC, it would be interesting to "publicly" groom him for HC.

I agree. I don't think it will happen. More legitimate people would be hearing it by now.

It seems to me that grooming a successor is mostly mentoring and teaching and doesn't have to be done "publicly" -- DC Jim Leavitt could also be a potential successor. I read that FSU has cooperatively shifted AD control away from boosters to be more in line with most schools.

It seems to me the big money booster was right that it's best to fire Taggert now to prevent further damage and get his replacement on board early. Maybe his check was the biggest in funding the buyouts.

He is suppose to do a meet and greet for his XFL team in Oklahoma this Thursday. It will be interesting to see how that plays out.
Based on some of the more "reputable" media types Stoops doesn't seem that interested in coaching college football at the moment. Heck he doesn't seem that interested in coaching the XFL team by some reports

I’m guessing Stoops wouldn’t be coaching in the XFL if he were interested in jumping back into college. I think “Stoops” is the new “Gruden.”
His departure from OU seems to back up the claim that he was ready to peace out and throttle back....unless he was really secretly told to retire because of the Mixon stuff.

I think there’s also a good chance this was the same type of Black Ops leak as Byrne pulled during the basketball coach search: to smoke out the leakers and shut them down.
