Sean Payton is tired of Saints players on their cell phones or jumping on social media before and after games. So he's looking into getting a scrambler for his locker room to block them from their tweets, Facebooks, Instagrams and SnapChats. Per Nick Underhill of the New Orleans Advocate...

I think the "scrambler" he is referring to is just a data jammer not a phone signal jammer.

If its only a data scrambler, then its not illegal. If its a signal jammer then it woukd violate FCC laws, this being illegal. I was looking at buying a signal jammer a while back to mess with people on their phones while in line at places. Then I read up on the shite you can be charged with if caught and decided against it.

I'm pretty sure they are illegal. Would interfere with the ability to call for emergency assistance if needed. Would likely need some kind of waiver from the govt but again, you can't control where that range of the device ends. If someone's can't make a nine one one call in an emergency then big lawsuit comes down.
