One a semi-resonable argument can be made, it’s a political issue decided by SCOTUS. He needs 5 Black Robes not an amendment.

Not really… that’s a non sequitur.

The 14th didn’t contemplate a permanent non citizen resident alien population.

To the extent that it did, Indian tribes, it excluded them from the count.

The 14th is a Reconstruction Amendment, so it is post slavery and 3/5 compromise. This is Enumeration anew. The clear intent is that everyone that ‘lives’ within a states boarders do not necessarily count for apportionment.
