According to Brett McMurphy with ESPN, the SEC and the ACC have decided that BYU will not count as a non-league “Power 5" team.

Notre Dame, also an independent, is the only exception that meets the two conferences scheduling requirements.

It doesn't make sense to include Notre Dame but not BYU. BYU consistently fields a better team than a lot of the "power 5" conference teams.
