If a team wants to sign one of their players to the practice squad, does he have to clear waivers?

I may have known at one time but my interest in the NFL has waned somewhat in the last 15-20 years.

Yes.

Once you drop a player, he goes to waivers for a couple days. If nobody claims, then the player can sign with any team.

I may be mistaken, but I think the player can sign with the teams practice squad right away but still be picked up by another team at anytime.

I think I remember some players signed off of other teams mid-season last year (ironically, signed to an upcoming opponent). The signing team must have the roster spot though. They can't sign to their own practice squad.
