What does he have to show NFL scouts at this point? Sure he's got awesome measurables but there's very little film of him actually being productive

Link? I seem to remember when it happened Kirby saying that it could be as few as two and he would have to do some things to get his spot back.
6 games seems pretty harsh when failing 2 drug tests only results in a suspension of 10% of the season.

and I thought we got rid of Mark Richt and his high and mighty ways. Coaches are hired to win games...period. Not to develop men...sorry.

It wasn't Mark Richt and his "high and mighty" ways. It's school policy. Richt nor Smart have any leeway.
The only reason there is uncertainty with Ledbetter is people are not sure if the first offense will be counted, since the charges were dropped on a technicality. It is looking right now, that the school is giving Smart a little leeway since the charges were dropped....or maybe he is not doing everything that is being asked, so Smart is stringing the suspension along.

This is my guess. Ledbetter was suspended for a couple of games, but Smart wants him to get through his counseling or whatever other strings that have been attached to his return.

Look up the UGA student athlete handbook. It explicitly states that if a student commits two alcohol related offenses and if one of them is a DUI, it's a mandatory half season suspension. The argument was always that the charges from the first offense were dropped (never mind that they were dropped on a police reporting technicality; Ledbetter was by all accounts still drunk on the bar patio) and this should be only his first offense. Seems that's not how Kirby is handling it if he was even given that leeway. The nature of the DUI calls for more than 2 games IMO

True enough, but Ledbetter's screw up clearly demonstrates both stupidity and poor discipline, both of which are liabilities on the field.
If the extent of the punishment is just because he was drunk, then yeah, it's getting Richtian. If it is to get him to focus on what he needs to be doing, it may well be worth it.
Plus, as a new coach, it's easier to shithammer the first guy as a pour encourages les autres kind of thing. Establish early that you're a hardass, and then you can back off later. But if you start out slack and then try to toughen up, it's much harder.

Handbook says first DUI is 20% of the season. The second DUI is 50% of the season. His first offense was not a DUI so the 20% rule applies. What am I missing here?

"The student athlete will be suspended from competition during the athletic season for no less than 30% of the total sport season. If either of the two offenses is a DUI, the competition suspension will be no less than 50% of the total sport season."
