Now if he’s just getting there tomorrow and hasn’t practiced with the team all week that could be worth noting going into the game. Was happy to see Pickens was with the team all week for practices in Miami.

A source with direct knowledge of the situation confirmed to The Detroit News that Hill traveled from Ann Arbor on Thursday afternoon and has joined the team.
So he's there with the team in Miami as of Thursday evening. If this was solely about COVID protocol, he's clearly going to play.
If there's still a "game-time decision," per what Harbaugh said, must be something else...unless Harbaugh is playing Kirby games.
