It honestly really depends on who drafts them and how much they really want them to sign.
Locey might fall to the 11th or 12th round because of some reason(signability, etc) and you could see a team with a large draft pool(Atlanta) take him there, and offer him higher that slot, and he will probably sign.
The baseball draft is much different than any other. You are pretty much screwed if you last to your senior year and get drafted. You have no leverage. Teams can draft you and just offer you enough to stay compliant, and you cant do anything about it. You either take it, or you go home.
This is why so many juniors sign outside of the top 10 rounds. There are slot allocations for every pick in the first 10 rounds. In 2019, the last pick in the 10th round is valued at $142,200. Anything after that, the money does not count against the bonus pool if you stay at $125,000 or less.
You offer a junior around 200k in the 14th round, and he isnt going to say no. He knows he isnt getting anywhere near that as a senior(more than likely.)
Fangraphs has 144 players ranked in their 2019 draft rankings. None are college seniors. They have another 40 HS pitchers and 25 HS hitters grouped together. There are 48 college pitchers and 40 college hitters grouped together as well. Thats a total 249 players that they are watching right now for the draft. Thats almost a complete 8 rounds. 4 are college seniors.
TDLR:
Long story short. If there is a player that is a junior in college that is halfway descent and gets drafted. He will more than likely be gone.
I would not count Cam Shepherd as a returner for next year. At least not yet.
