I think 247 will do an update next week. I am assuming that Rivals will also do an update soon since it just had its 5-star challenge.

If you go by a true riser, I would have to go with Hilinski. This guy came out of nowhere...I mean not even a top 250 rivals ranking to be labeled as one of the top QB's in the class. He is nowhere near the top player but with the words "top riser". I think he is hands down THAT !
