Cant imagine it would since he stated the phillies would pay for at least a year anyways, I think he really is just trying to find the best fit, and possibly the fastest path to starting.

It's my understanding that the MLB team will pay for a 4-year degree should the player be ultimately processed out of the minors after signing straight out of high school. Not sure if this is the case for Sandberg, but very common.

Sandberg already said in another interview Phillies would pay some.
