New rule for transfers should be out by end of Thursday 4-18

Will the SEC rule of no spring transfers within the conference still hold water?

Football
Schools like South Carolina, OU, Texas, A&M, Ohio State, Michigan, USC, and more haven’t had their Spring games. The 18th is just 5 days after the Arkansas Spring game. Gotta give the kids more than 5 days to decide. Middle of May after finals should be the last day to enter the portal.
Basketball
School’s shouldn’t be able to make contact until 2 weeks after the final 4.
Kids shouldn’t be allowed to transfer to other conference schools. Don’t know if that would hold up legally.
There should be a cap, but don’t know if that would hold up legally either.

OSU had their spring game on national television last Saturday.
