I think UGA can still release him from the submitted LOI.

I think it was filed already. So if it is a grade issue, they can just wait until summer and see if he can get qualified. Either way, they likely lose the spot in the class.

You're right, they have 14 days to file it with the NCAA and they did in fact file it as reported by 247 staff.
However, I believe they can mutually part ways and Georgia can keep the spot in their class. If they didn't part ways and he didn't qualify then they would lose that spot in their class.
And everywhere is reporting that they're mutually parting ways.
And he doesn't have to sit out, Bru McCoy got out of his LOI with USC and went to Texas. And even after that he transferred back to USC before the season and didn't have to sit out.

Correct. That's what I think happened. They will hope for the act test retake. But because it was filed, he cant be released without it counting. If he cant make it due to the act score, he will have to go juco, and UGA is out a spot

When are they supposedly "mutually parting ways"? Because he cant do anything til then. Teams cant contact him etc...
I also thought i saw the second act test results wont be back by the signing day.
If Evan's gets a good enough score then he could just stay with UGA. So why wouldn't they just wait til then if they really wanted him in the first place? No need to mutually part ways if it was ACT related.

Georgias 247 staff is saying he was released from his LOI tonight and will no longer be apart of their class.
They're also saying it wasn't grade related and I don't think we'll ever get the full reason because it's not something coaches or recruits talk about.

This is why I don't buy it's really a grade issue. A Georgia poster said on here the real reason was the altercation with his coach before the Texas state championship and not grades. This makes more sense to me because once he's signed you just wait on grades to either work themselves out or not. But fighting with coaches, you might just want to move on and try to get the spot back with an appeal to the conference.

As far as I know, Georgia keeps their spot if they mutually part ways, they only lose it if he didn't qualify.
I'm thinking maybe it was some other altercation with a UGA coach or recruit because I don't see why UGA would release him and other schools would continue to recruit him if it was fighting with a coach.
Recruits have done worse.

The weird thing about that is that I thought the 2 fighting incidents happened before UGA sent the LOI to Evan's. So are we to believe we heard about the fighting before UGA even knew about it?

The incident happened on the Friday night the signing period ended, so after he signed.

Looks like early signing period started on Dec 18th and the game was on the 21st. So it could have happened after he signed.

Very unusual recruitment, but I tend to agree with you.
I would have been happy to sign him, but I am a bit relieved if he goes somewhere else.

I am thinking you are confusing signing day with reporting day. I think he could sign in February (Second signing day) but could not report until June.
I also could be dead wrong. I've been known to be dead wrong, too.
