Only schools that would possibly oppose that would be A&M, Arky, and Mizzou - not nearly enough to block entry.
Now, if you were blocking Texas, you would have the additional support of Kentucky, Georgia, South Carolina, and Florida(all in agreement to prevent a second team from a state in the existing footprint from being added)...giving you the majority you need to prevent the Longhorns from ever getting in.

Nope. Slive and the Presidents want AAU members in new markets. They're targeting some combo of UNC, Duke or Virginia. Cincinnati and the Oklahoma schools are non-starters.

The longhorns have gone on record as saying they wouldn't go into the SEC (due to academics, which is laughable). The greater Houston area has more TV sets than the entire state of Oklahoma. If A&M has a huge problem with them being added, they aren't getting added.

You are under the mistaken impression that the "SE" in "SEC" is instructive in the conference realignment process.
Colorado isn't Pacific. South Bend, IN isn't in the East and West Virginia has nothing to do geographically with the Big 12.
Having said that, the conference realignment process is built along a jury-rigging approach to TV revenue which will surely be adjusted at some point. There's not an unlimited supply of money out there in TV land and every conference can't be getting richer by shuffling the playing cards.
The merry go round will stop at some point. And probably implode rather spectacularly.
