Fulmer hands down. He betrayed people on a personal level. Freeze make bad judgements in his quest to win football games IMO Freeze gets way too much flak for what he did. Yes he made mistakes but nothing to the degree Fulmer did. People need to move on from Freeze. It's been almost 10 years now yet some people still want to sling mud at him. He says he has repented and while I don't know his heart I'm willing to take him at his word. He certainly doesn't need my forgiveness but people need to move on from this.
