No because in 2007 UGA could just as easily have made the title game as LSU they just lost to the wrong team at the wrong time whereas LSU lost to such bad teams I guess the only positive was that they didn't have to worry about those teams getting them in head to head and taking their spot in Atlanta.
Also, Richt in 2002 did a better coaching job than Miles ever had at LSU until last year. Last year makes it a very close race between the two but again UGA consistency at the QB position under Richt and Miles multiple head scratching decisions still lead me to favor Richt.
