Mississippi State has a Turfgrass and Lawn Management extension that can help.
If $20/wk is all you can afford, or if your lawn is that small, you can probably reach out to them as a fellow Bulldog, and they'll teach you about how grass grows and how you can begin trying to do it yourself.
