Sure, but Florida, SC, UCLA, FSU, and Miami have shown they are just as dependent as the rest, not a matter of "the program" leading to success.

For the state of Florida, it is simple. A population boom happened. The state of Florida nearly doubled in population between 1970 and 1990.

There was more to it than that, coaches were able to keep the instate talent (ie LSU in the 90s).
Oklahoma, Arkansas, and Nebraska were dominate forces with low populations.

It is quite coincidental then, that the Florida schools started to win more when the population of the state exploded after 1970. They finally attracted solid coaches because the potential for tremendous recruiting resources was there.

In football? ND without a doubt.
Basketball? IU
It is similar to North Carolina where one school decided to focus on Basketball when they were well behind in football. NC-State was the first to "give up" on football and focus on basketball, FWIW, obviously that didn't work out well for them with UNC and the smaller schools (Duke, WF) being able to be more than competitive.
