According to Bammers,, Cam should've been permantly ineligible due to him breaking this by law.
OK fine, if that's the case, Ingram and Julio should've been permantly ineligible too for breaking the same by law. Of course bammers change their stance and actually argue that if you break the rule,you shouldn't be ineligible.
