It kinda is for a preseason top 10 team against a team newly-graduated to FBS. But it's also the first game of the season, which means Tennessee will likely be getting into the groove and establishing its identity for the season while Appalachian State will likely be playing for broke. Probably going to be a closer game than UT fans expect. Not because UT and Appy State are anywhere close in terms of talent and ability but because UT will probably be playing more conservatively to start the season.

Woopie shite. Tennessee's last victory was against a higher ranked team with a supposedly top 10 ranked defense. If I remember correctly, UT destroyed that super defense of Northwestern. And if I remember correctly, the two teams we played before Northwestern also supposedly had super defenses (moomoo and vandy) which didn't turn out to be as super as the pundits gave them credit for. So now we come to appy state with another super defense. Again, woopie shite. I'm not even going to mention what UT brings to the table as far as defense and offense.

If Tennessee is such a lock in this game then why has the line moved from -23.5 to -20.5 despite Tennessee getting 83% of the bets

Possibly because Tennessee is going to run the ball. Then run it some more. Play a possession type game for the VT tune up. Appy state will get some garbage points in the 4th to maybe get within the spread.

The defenses in the east were overrated, because the offenses sucked, especially at passing. Didn't Georgia have the number 1 rated pass defense? Dobbs threw for over 300 on them. Dobbs is not throwing for anywhere close to 300 on a great defense.
Also, Butch is terrified of running up the score. He will pull the starters at the half if he can.

Appalachian State versus any name brand P5 team is going to be gambler bait because the only association anyone has with them is their upset of Michigan in 2007. Vegas knows that.

It could go that way but I don't think it will. Our DL Coach Steve Stripling and our OC Mike DeBord were both on Michigan's staff when that upset happened. Butch was at Central Michigan. There's no way they don't remember it and no way this current team given the battle scars they have from last season is going to take them for granted.
App State's Coach has made it pretty clear what the goals for this game are and it's more a measure for their program than anything else. They will play hard but their season is about their own conference championship (I don't think they play for broke unless we give them reason to early on -- Utah State's Coach played for broke and it basically killed Chuckie Keeton's career it was horrible to watch because Keeton should've been pulled as he was already injured and the score was out of hand). He thinks we're further along than Clemson was at this time last year when they played them in terms of identity, starters, etc. and that's probably accurate (we don't have that many question marks at all).
He also thinks that the Michigan upset hurts them a little bit now because no one overlooks them anymore and he's probably right about that too.
