If injury stops the clock, you lose a timeout. If you are out of timeouts, the injured player sits out a play. Exception is if there was a penalty that caused it (targetting, other unsportsmanlike etc). And the other team can either add ten seconds or elect for a ten second runoff, and also elect for clock to wind on ready or wait for snap.

Maybe say noncontact injury. If you get laid out on a play and it takes you a minute to get up, that shouldn't cost your team.

Just get rid of the suspension and ejection for targeting. It's a good rule but the consequences are too stiff when it's a subjective call left up to our Einsteins in the booth.

Targeting and personal fouls need to get revised; shite has gotten out of hand.
I'm 100% shocked that there wasn't a penalty called on LSU when Jacoby Stevens crushed the Clemson WR. That was a good, clean hit from a safety over the middle of the field... something we haven't seen much of the past few years. I'd like to be able to see more of that, not less.

They need to do something about 'hands to the head' penalties. You get a rusher trying to swim past an O-lineman who's trying to tackle him, and his arm brushes the QB's head: 15 yd personal foul. That stuff needs to go away.

I actually have an unpopular opinion on the targeting penalty in that I think it should upgraded.

I think targeting should be called on offensive players running the ball that use the crown of their helmet to make impact with defense players making a tackle.

I know people hate the rule, and I get why. However, I do believe it's necessary to preserve the viability of the sport at the collegiate level in at least the near future. Some of the hits in the NFL are cringe-worthy and non-football fans use those to demonize the sport.

You just have to have a policy that sends the message that "we're trying to reduce these types of impacts from the game", and simple yardage penalties just don't do that to be honest.

I'm not generally fan of the proposed two-tier system people are asking for, but I do think the officials should have the ability to commute the suspension in situations where the impact is clearly a freak accident sort of deal.

In last two minutes, of the team with the lead committed a penalty, team trailing may add 10 seconds or take 5 yards, 20 seconds or 10 yards, 30 seconds or 15 yards.

On targeting, team plays next snap 1 man down.

Every position is eligible to catch passes. It would open up the game.

I think we're actually on the same page. Your initial post with "more physical" sounded like you were advocating a free-for-all down the field. I agree the defense is getting the shaft these days between no holding on OL; pass interference not being called on WR, OL downfield and flags for touching QBs. It's about putting up lots of points now with little good defense and hitting being slowly penalized out of the game.

So the game hasn't been opened up enough for you?? This would be the opposite end of the spectrum for me.

Simply get rid of Targeting and strictly enforce spearing rules which are still in the Rule Book

Strictly enforce high-low combo Blocks and pay more attention to this violation which probably causes more injuries than anything else in CFB, but the Refs only catch about 1\3 of all high low Blocks in the interior lines

15 yds for spearing should be enough

Any contact initiated with the crown of the shoulder pads should never be a penalty unless it is a clip or high-low Block, get rid of the stupid penalties for crack back blocks above the waist initiated by the shoulder pads, for 115 years that was clean FB, and now in the last 5 yrs it's an ejection plus 15 yds

Trying to make FB overly safe is like trying to have Pro Boxing where no one ever gets hit in the face, it simply changes the Sport too much from what it was intended to be
