That looks like Charleston (somewhere south of Broad St), not Cola (and I went to school in Chucktown...)
Edit: I was right. From Charleston, taken last Saturday...

They do not lack water they lack water pressure and the concern was last night. The fire department has been pumping water in so they are fine.

550 roads and bridges are closed, and more are expected to close as floodwaters move toward the sea
Evacuations should be expected in parts of the Lowcountry as floodwaters move downstream
"Catastrophic flooding continues," wrote the National Weather Service's Charleston office in a Monday morning forecast discussion. Making matters worse, a wind advisory has been issued for some parts of the Palmetto State, and with all this saturated ground, there's a big fear that trees will blow over, adding another threat for pedestrians and drivers.

I need some on the ground, real time reporting from those in Columbia as to the devastation they see. Especially the areas surrounding campus and downtown.
