Ruggs is going to pay society, and he is going to pay personally as well. He is going to have to live with the fact he killed somebody through his stupid actions. And he will go to jail for years as well to boot.

The gun is a not a serious factor in this case. Maybe he had it illegally but it’s borderline irrelevant. I carry a gun almost everywhere I go (unless it’s prohibited or just not practical). I have a concealed permit that is renewed every five years. One firearm on my person and usually another in the glove box. And yes they are always LOADED with one in the chamber. An unloaded gun is useless except as a paperweight.
Ruggs should rot in prison for recklessly killing a woman with his car while driving drunk. That’s what matters here. That Corvette was more dangerous in his hands that night.
