The aggies and mizzou were both middle of the pack big 12 at best and ucla is middle of the pac 12. The sec doesn't need more mediocre programs in the conference.
Texas, Oklahoma, USC, and Stanford are the only programs out of the those two that measure up. Kansas would be okay for basketball, but the rest of it is worse than the other two already allowed in.
