Georgia is one of these. Fireworks are illegal, but you can have sparklers.

FYI: fireworks are "illegal" in EBRP

Yep. Everyone knows that sparklers are a gateway pyrotechnic. Folks start messing around with sparklers, and the next thing you know, they're into bottle rockets and cherrybombs.
