They have quotas and numbers they're supposed to meet. They won't officially tell you that, but they do.

In yout world the situation sounds like it should go like this
cop-"we received a complaint about loud music, we're gonna have to ask you to turn that down, and don't let us come back here again."
Brown- "na man I aint cutting down the music we aint hurting nobody"
cop- "you're right, I'm so sorry. I just realized you play football for Alabama. Roll Tide. Play that music louder!"
