Should have no bearing on a NCAA investigation although it does in other areas.

As a voluntary member you either submit to the investigation or not and deal with the consequences, the NCAA has no legal powers to force anyone to comply.

I believe a sweeping review is exactly what this is supposed to be. But conducting dozens of simultaneously ongoing investigations is pretty much impossible. At least I’ve been under the impression that what you see ain’t the entire list.
