Yes.
The pollsters randomly assign a number based on personal allegiances and popularity. This benefits perennial favorites who don’t deserve the hype, and disadvantages deserving teams.
The “haves” are given millions in free advertising/exposure and have to lose their way out. The “have nots” must kick and scream just to get what they’ve rightfully earned.
