Hell, why don't they play in dresses with fricking flags. That was not targeting. Did their helmets make contact? Yes. Did he lower his helmet to make contact ? No.

I’m going to need to read the targeting rule to fully understand how a shot straight to the head of a defenseless receiver from the helmet of a defender isn’t targeting.

The rule is there for a reason, and those hits are avoidable.
