I'd say that according to your theory it is when you are born (or conceived if you like) and then the rest of it is just "development".
When a human stops growing naturally (not growth from lifting weights or eating, but rather from aging), they've reached their natural athletic talent level cap. Everything after that is development.
that usually happens around age 16 for girls and 18 for boys.

Ole Miss is still down at #13, 40+ points below Texas and Alabama despite having 10+ more recruits.
You think you are getting 5 star transfers, but you generally aren't. They are re-evaluated and most of the time they drop. Sometimes you'll have an occasional gain.
Take Caleb Odom you got from Alabama. He was only a 3 star transfer. 4 star out of highschool.
Sage Ryan you got from LSU? 3 star transfer. 5 star out of highschool. There is a reason they say "former 5 star".
Jaylon Braxton for Arkansas - 3 star transfer, despite being a 4 star out of highschool.
And so on.
Some do go up. The kid you picked up from Nebraska was a 4 star HS recruit and a 4 star transfer. But he' gained rating and is almost in the 5 star area as a transfer.
The kid you got from OSU was a 3 star recruit, but now he's a 4 star transfer.

Never heard of recruiting rankings in the mid 90s, or that magazine until today.

It might be more correct to say he was the equivalent of a 4-star.

Bad take, no amount of development is going to take a 5'8 nerd and turn him into a 6'6 320lb DT. And even years of relentless speed training will not turn my slow accountant arse into a 4.3 receiver.
Habits, reaction, awareness, play recognition etc. are all examples of development. They allow you to maximize your talent.
