do you actually believe the SC Legislature would willingly forfeit the control it has over USC by doing that?
USC has 17 BoT positions all politically connected with the State Legislature. none of the members required to have any connection to/degree from USC - and more than a few do not.
CU has 6 politically connected BoT seats along with 7 LIFETIME private seats/positions. therein lies the difference in how things can get done at CU with the 7 non-political BoTs - while USC is forced to accept what politicians decide they think what is best for USC.

the most recent example of how Carolina is hamstrung by this political albatross occurred when the Mayor of Columbia along with 1 BoT member and a few 'community organizers' lobbied the State Legislature to threaten USC by withholding over $35M funding for a new Medical School building in order to retain Frank Martin as basketball coach for this upcoming season instead of terminating his contract.
USC needs the new building because the VA is reclaiming the current building Carolina's Med School has called home for some time. Frank Martin not only got to remain coach - he had years added to his contract.

Our BOT structure is a nightmare. First, all of our regular BOT members are appointed by the legislature. At Clemson, half of your board (plus one) are permanent trustees who select their own replacement. This takes the political aspect out of the equation when it comes to voting, as the permanent trustees always outnumber the political appointees. Additionally, the SC legislature mandates that we have one BOT member for each judicial circuit in the state. That means the Upstate counties have as much of a say in how our university is run than say Richland or Lexington Counties, where the bulk of Gamecock alums live. Lastly, there is no requirement that our trustees be USC grads. I'm from Horry County and our trustee graduated from Sewanee. He got the position because he's the owner of the largest commercial development firm in this part of the state. This is why USC's administration is so dysfunctional.

Thank you, that sheds light on why it would be so difficult to get everyone rowing in the same and correct direction, and makes the ultimate good of the University almost unattainable because of all the disfunction brought about by competing interests.
