In the Stands, I'd say LSU takes it.
On the field, LSU, Bama & UGA all have an argument.
I'd say the best in the country are probably some of the D2 schools.

Agreed! Bama's battery and front ensemble put on a pretty decent show as a warmup before going into the stadium. They run the warm ups and show music with each section having thier own solo act thrown in throughout. I usaually catch it before each game.

Texas State comes to mind. They only march around 200 but their execution and sound production is near drum corp level..
Southwest Missouri state and James Madison are some others that rattle the bleachers.

Never heard them but if this is a fact they are heads and tails above any college band I have ever heard or been a part of.

The only draw backs are the ordinary football crowd appeal in the music selections (much like DCI). This effects the crowd reaction but a trained/educated ear could tell the difference. Just like we can decipher the sound gap between TGBFTL and say, Phantom Regiment.
Most would agree, myself included, that entertaining your audience is the most important job.
In this area LSU is one of the best ive encountered. But overall difficulty and execution overwhelmingly goes to the smaller schools
