Ohhhh... so thats why so many ppl from the state of Georgia go to Bama.
I wish Alabama had something similar to the Hope Scholarship... It definitely has done a lot for UGA.

In-state: $23,406 (Tuition $10,250)
Out-of-State: $37,906 (Tuition $24,750)

Interesting list, I still don't see how the major 3-4 ranking services can have such disparity in rankings.
LSU is about to begin their major overhaul/streamlining campaign. The link above is the final report the Transition Advisory Team put together after months & months of bringing in speakers/chancellors with knowledge and experience in various facets of a university. I know Gordon Gee(tOSU) spoke, a head at Michigan, numerous CEO's, and an array of experts across the nation were brought in.
I know previously each LSU campus/college (LSU, LSUA, LSUHSC-S&NO, LSUE, LSUS, LSUAg, LSU College of Ag, Pennington Bio, etc) would compete against each other for grant money and would not share money that was brought in. If I have read correctly, communication and collaboration on research and ect between campuses was very rare. This will be a huge change.
LSU plans to implement a common application, create an unified course numbering system across campuses, increase graduate enrollment, increase undergraduate & graduate research, increase out of state enrollment by ~20% and there's ton of other objectives. I've kept up to date with the whole deal and watched 5-6 task-force meetings and it's crazy how wasteful the LSU system has been (e.g. the amount of administrative jobs that can be consolidated)
The report is long as hell but if that stuff interests you, it's a good read.

Hope has made it so instate student in GA really have to have the qualifications to get in, and they are up there. not as stringent though for out of state coming in. but yes it has pushed GA student out of state, there really aren't a lot of good options after UGA for in state.

Georgia College and North Georgia are on par with Auburn and Bama as far as selectivity. Now, they are obviously far behind regarding the other things college has to offer socially.
I completely understand why students want to go to an SEC school even if it's out of state, but the HOPE scholarship has also helped Georgia's other schools (particularly Georgia College and North Georgia).

maybe as far as how many people apply vs how many they accept, but thats where it ends. as far as requirements and stats, they are well below.

So, we let in a boatload of students that are unqualified to be there. Then, naturally, they flunk out very early in their collegiate career. Double whammy -- last in every ranking that uses these factors -- and we haven't established a DAMN THING about the quality of education available at either school. Don't even get me started on how this case hurts the very institutions it intended to help(and the state as a whole) -- had these students gone to the other colleges and not tried their luck at MSU/OM...
