It filled up.. CBS must have previewed the game from the booth with Verne and Gary about 1 1/2 before kick.

The same seats were empty in the shot they showed during the opening kickoff.

Alright. There aren't THAT many empty seats. Just a huge concentration in that upper that are empty.
