When it doubt ping the website. If that doesn't work, run a tracert to the website and see if its your end or server end.

Windows button > run > type cmd(hit enter) > type ping www.secrant.com
Shows the response time to the site in ms.
Tracert=
Windows button > run > type cmd(hit enter) > type tracert www.secrant.com
Shows the hops your isp is going threw to get to the website.

In other words type on the button masher thingy, hit the go button on it, and hope where you go works.
