I can only speculate so far, but from my knowledge of these things, when there are advertising partners associated with an online service there are things that can be posted that risk the reputation of said service and associated advertisers.
The moderation team's duty is to allow all banter up to the line of a brand risk. Cross that line and, well, I think you understand. This is why things like porn could get you banned, as an example.
P.S. if Vern did catch a ban, an IP block wouldn't be what stops him from alting.
