It's a stupid article. The data and the way the per capita is used was done specifically to get cities from Utah in the list. Why? Because the people who supplied the data is a law firm from Utah who happens to provide what? Criminal defense.

How do you define “college town” then?

Every major city in the country has a university in it. Are they all college towns?

When I think of college town, I consider places where the student body is a significant percentage of the city population.
